Because it’s like they’re using modified Hepburn but then they don’t even use macrons on long vowels! Like, traditional Hepburn (which I prefer, in terms of its treatment of long vowels) would romanize 志摩 柔造 (しま じゅうぞう) as Shima Juuzou, and modified Hepburn would use Shima Jūzō, but Viz uses Shima Juzo!
